Does anyone who attended elementary school in the 2000-2005 era remember "Spike" on some school provided lunches?

I went to Bay Elementary in Seabrook from 2000-2005. Most of the time the food at my cafeteria was prepared by the staff but every so often they would give us these sack/baggy lunches that were probably prepared off sight. The paper bag would have a few games on it like a maze or word search and there was always a cartoon character who I'm pretty sure was named spike that would say some fun fact. He had blue skin and sorta looked like this. Sorry for my shitty drawing but thats the best I can come up with. Don't remember the exact color pattern but he wore a striped shirt and was a humanoid figure, but clearly not human and not resembling any specific animal species either.
