Does anyone remember "World Quest Day Camp" in the Port of Houston in the 90s?

It was a day camp that lasted a week or two and it was in a building somewhere in the Port of Houston. I think we took the Turning Basin exit off 610. The last day of camp we got to go on a boat tour around the Port and I remember one of the days there was a "guest" speaker that was a narco cop that brought in a drug-sniffing K-9. I was in 4th or 5th grade at the time, in HISD.
