Does anyone remember the guy that would ride up and down Westheimer on his bike with the Viking horned helmet on and shout at everything?

Circa 1999~2000. Back when I got my license, my buddies and I would cruise up and down Westheimer on weekends because we were dorks like that. We would always see this guy riding a bike (usually around where Evans Music City was) wearing this huge Viking helmet with the horns on the side and a fur coat like the Q-Anon guy and was a total nut job. Nothing that would be flinched at today, but back then it was truly something weird and creepy.

Just curious if we were imagining things or if anyone else saw him and knows who he was/is.
