Does anyone know where I can get a new passport?

I’ve checked like 7 post offices, all the Harris county libraries, and the city of Houston municipal court, but none of them have appointments available for the next several months. Idk where else new passports are issued. It’s really unfair to have it set up this way in a city of millions. But who can you even complain to?! Anyway, any information on other places I can get it done would be greatly appreciated.
