Does anyone know how you shop alcohol as a gift? For some reason I’m being told its illegal to do so?

Imma little confused. I got my fam some local bottles around Houston for Christmas, and was about to ship them but everywhere I turn it says I cannot ship alcohol unless I'm licesenced?

Surely there's some way for a private individual to shop a bottle of alcohol for Christmas?
