Does anybody have any insight on the flower vendor ladies in the street with children?

I’ve been wondering about these flower vendors for a long time now. I feel like they started popping up around the same time a few years back m. Being from Mexico, I remember seeing them a lot in the streets selling roses, and this is a normal thing over there- people independently selling things in the street. So naturally I thought it was just people trying to make an extra dollar, but as time has gone by I realize that it might not be the case. I recently moved to Richmond and I haven’t been in the busy areas much but today I went to the area of Katy/Houston to visit some family and in the corner of I 10 and Barker Cypress there was this lady selling her flowers with two kids about seven and four years old. The older kid was sitting on the grass, and the younger kid was stretched out across his lap with his eyes closed while the lady was trying to give him some water. It was extremely hot outside and me and my husband got very alarmed by what we saw so we took a U-turn because we had a cold water bottle in our car. We drove past them and stopped for a few seconds to give her the water bottle and I quickly asked her if her baby was OK and she just smiled and said “yes he’s OK.” I really wanted to ask her more questions because that baby wouldn’t open his eyes, but some asshole behind us kept beeping at us even though he very well could’ve gone past us since the lane was clear. I guess what I’m trying to ask is does anybody know who they are and what is going on with them? Are they being trafficked? Is there any way to help them? For the rest of the night and even right now I feel a very heavy heart for what I saw and I really hope that baby is OK. More than anything I’m horrified to think that maybe those babies aren’t even the ladies And they are being paired up to make more money. I don’t have any proof of this of course, but in Mexico, this is a very common trafficking tactic. Anyway, my heart hurts..
