Do you use bug zappers?

Thinking about those plug in lamps. Are they meant to be used indoors or outdoors? If indoors, are there certain features that are better? If outdoors, do I just plug it into an outlet outside? It rains so often in houston that I wonder if that will just cause fires if water gets into the outlet while its plugged in. Thanks!
