Do people just not slow down / pull over for emergency vehicles here?

Just moved back to Houston after about 20 years away. One thing that stuck out is no one seems to slow down or pull over for ambulances / emergency vehicles anymore. Especially on Westheimer where I've seen cars literally drive beside an ambulance with it's siren blaring. Do people just not pull over any more or…?
