Do metro drivers not get in trouble for passing by riders at the stop?

Three times this week I've been passed by the stop for route 82. There was no bus behind the busses that passed me by. Today I also was on 161 where the driver passed by two women at the stop. They were waving him down as he sped by.

One of the buses that passed me by was in the middle lane. As soon as it passed the light it got back into the right lane. I've seen bus drivers yell at riders or curse when they notice someone at the stop and they are in the middle lane.

Houston had so much going against it when it goes to public transportation. Drivers not stopping for riders at the stop shouldn't be one of them. Are they not punished for this? Has something changed recently where drivers feel more emboldened to not pick up riders?
