Do Houstonians feel bad for the homeless?

Serious question here. I’m not the best with wording but I recently relocated from Hot Springs, AR and as there are plenty of homeless people there I never felt inclined or really cared to help them because there were multiple shelters daily food options etc but you had to be sober to stay at any of the shelters. Therefore there’s always plenty of open beds and meals but most would rather do drugs and beg working people. (Yes I am aware there’s always exceptions) Is it the same case here? Or are there simply not enough shelters to accommodate for the population…
