Do apartment renter’s rights protect dogs?

I’ve had my dog since February and since then, at my apartment complex she’s been attacked by unsupervised/unleashed dogs 3 times, and approached by aggressive dogs countless times. I’m beyond tired of it. My dog is constantly leashed, for her/other dog’s protection, and it’s a community rule. I’ve asked management for assistance several times, and I guess they’ve brought it up to the owners – one lady now carries the leashes around her neck while outside with her dogs, and will quickly put them on her them if they start acting unruly, or shuffle them back into the apartment, whatever is faster. I’m sure this is an issue across the city, not just my complex. But is there anything I can do, aside from constantly asking management for help, and them not holding anyone accountable?
