Do any Houston auto dealers guarantee they’ll beat a written vehicle offer?

I just had a car salesman lie to me saying he could beat the offer I shared with him, to get me to bring the vehicle to his dealership, only to sit there and wait an hour for him to tell me the best they can offer is $2k less. Tired of playing these games.
