Do all "we’re hiring" restaurants hire non-experienced?

I'm falling behind in bills and looking to make fast cash, (most regular job takes 2-4 weeks for first paycheck.) I keep seeing all these we're hiring signs but every resume I've put in has not received one call. Do I really need to have restaurant experience to be a server? Or am I just over qualified?
