Did CJ clear protocol?

Let me preface this by saying I’m very appreciative of the Texans for sitting him and taking care of the future. Even moreso if the NFL gave him a green light, but the team said whoa. Nah. Hold up, wait a minute… that’s our future and his long term health is more important..

So it begs the question, is he still in the ‘far from perfect but better than before brain jail’ from the league? Or is it the team/him making the decision? Don’t see any news clarifying the distinction between a league call vs a Houston call.

Edit: I’m fully aware he isn’t playing. I was seeking information on his status with the league’s formal protocol vs his absence being a team or personal decision. Seems like it’s the former, which makes the latter a moot point.
