Decline In Houston Water Quality

Within the last month I’ve noticed that my water quality in the Houston area has sharply declined. The water is “hard” water, which leaves residues in your toilet bowl & has a slight odor and distinct taste. I’ve only recently noticed it, but for me, there’s been a change. Has any one else experienced this?
