Creepy guy in buffalo bayou park

I was taking a walk through buffalo bayou park across the bridge from the police monument yesterday and came across a really weird, creepy guy standing in the middle of the grass just pleasuring himself. Was really strange and very disturbing and thankfully I was with my bf and we walked away very quickly but I’m just curious if this is normal for this park? We are pretty new to the city, we previously lived out in spring, and I know weird things happen the closer you get to downtown. Security eventually came and I’m assuming called the police to come get him and I’ve heard about an incident that happened a while back in Herman park. Just curious if buffalo bayou park is know for creepy men.
