Crazy guy at Memorial Park

Anyone else repeatedly get heckled by the shirtless old dude who wears a sweat band and glow wrist bands lol? He’s here almost every night and I seriously hope he doesn’t drive here, doesn’t seem sane enough to be behind a wheel.
