Cowboy Surfer in Memorial?

Has anyone been to Cowboy Surfer over in Memorial? Looking for a good happy hour place and I’ve kind of exhausted all of the other options over there. Let me know what you think if you’ve been. Want easy, relaxed, casual; good bar food is a plus but not a dealbreaker. Thanks!
