Counter service pay before tips.

Please comment if you work counter service and let me know how much you make PRIOR TO TIPS. I interviewed for a job at a counter service restaurant where the server ran food and cleaned tables but not much else. The pay was 4$ per hour prior to tips. IS THIS NORMAL? I honestly thought counter service persons made at least 10-12 prior to tips.
