Cop on the side of the road pulls 7 cars over for end of the month quota?

So I’m writing this on 8/31, the last day of august. Was on the way to school when I was at a red light on hw6 and this cop with his motorcycle parked on the side of the parking lot on his feet at the red lights goes over to about 7 cars and waving them to pull over into the parking lot and one of them is me. Another cop in a modified camaro with hidden sheriff decal inside the parking lot ready to case anyone that tries to run. I don’t understand what is going on here. I’m trying to go to school and this cop on his feet pulls over as many ppl as he can? I got a fix it ticket for no front license plate. I’ve had my car for 2 years and haven’t ever ran a front license plate. I know its not legal and I know its gonna get attention of a few cops here and there, but i’ve been next to, in front of, behind thousands of cops in this car and never had a issue. Just a weird case I witnessed. This makes me feel like end of the month quotas are a real thing. If i get pulled over randomly for no plate i wouldn’t say anything but why this cop standing out on the highway pulling people over at the red light into a parking lot with spaces reserved. I feel like they set up in the morning and knew ahead of time that they would pull over a bunch of people. Doesn’t make sense to me.
