conservice water and sewer bills are really high

Roommate and I live in a small apartment together and despite trying to conserve, bills are kicking our ass. The past couple months, our water and sewer bill have come out to about $60 and $90 respectively. I know partially it's to blame on allocated water bills but I still feel like something's wrong, what do I do???
