Connection time to visit Houston?

Hi everyone,

I'm transferring through Houston IAH airport and they offered a connection time of 9 hours. Do you think I'm able to leave the airport and go see Houston then be back in time? Arriving at 9:30 AM and next flight is at 6:30 PM.

Was just going to Uber into Downtown Houston rather than taking a bus, but wasn't sure what traffic is like etc.
