Community discussion – proposed rules

We have so many repetitive and vague posts being submitted that get very few comments, and popular threads with lots of good conversation being removed just as they're getting good. Mods aren't active or very responsive and there's no telling why submissions are being removed.

Can we propose some new rules in the comments and then up/down vote them to have them implemented?
