Closures for Tropical Storms…

Have we always shut down like this for even Tropical Storms? I moved here in 2011 and experienced the Tax Day, Memorial Day floods as well as the granddaddy of them all Harvey so I realized quickly how easily Houston floods but it got me to wondering now it seems like when a storm, larger than just a thunderstorm is brewing we close up shop in some cases even in advance. Just curious if this is the way it’s always been here?
