City ripped out sprinkler lines – anything I can do?

Long story short, I have been watching the city replace sewers in front of my house for 2 months. For some reason, they are ripping out parts of curbs and sidewalks also. Came home to find they have ripped out part of my sidewalk, and along with it a water line going under the sidewalk and some sprinkler heads. Completely unnecessary but here we are. Came home late to find it so nobody to talk to.

Going to call the city tomorrow but what realistically can I do about this. The heads in question are between road and sidewalk – so technically city property.
