City of Houston and Harris County ELECTRONIC covid vaccination records

Anyone know where or how you can get electronic or QR code type records for vaccinations administered by the City of Houston and/or Harris County mega sites (different family members vaxed by each)? Specifically want to use the https://commonpass.org/howto CommonPass app to prove immunization status. You either need the QR Smart Health Code or be able to log into a portal via the Common Pass app.

I've called City of Houston and they directed me to DSHS.texas.gov. I've sent an email to them but the website seems to indicate they don't have the ability to serve individual requests.

Harris County seems to think their appt QR code should work, but it doesn't seem to be working.
