City Council elections

This is my first time voting in Texas. I’m a little over whelmed with the Nov 7th ballot. I can figure out the amendments and mayor elections, but the city council candidates… who are these people?

I found the Houston Voters Guide website, but it’s an avalanche. Do the city council members at large actually have power to do anything? I really can’t make a difference heads or tails of what they actually believe.
