Cities like Houston outside of Texas

I’ll just start off saying I’m black, so diversity is a big factor in the places I’m considering moving to. Plus, I just canNOT do the heat no more, always preferred the cold. Which of these places should be considered/removed based on your own experiences: New Orleans, Boston, Philly, Miami, or Los Angeles. Any other recommendations are welcomed!!
