Chucky racers on Westheimer near Galleria

I was near the Galleria on Westheimer heading East a little over an hour ago and I saw two carswith Chucky dolls sticking out of the top. As soon as the light turned green they started weaving and racing. They seemed to be followed by two unmarked (unmarked by Chucky) cars as well.

Anyone have a clue what the hell is going on?
