Chlorine to Chloramine

I live in 77070 and just received a notice on my door that the water district is changing from using chlorine to chloramine. I called my water softener service center and they said my system would need a change which costs about $2000.

The water softener is meant to be a longterm investment, is there any compensation for a change like this?
