Check engine light for car inspection, and auto shops

My check engine light has been on with the issue telling me to clean the fuel injectors. The cleaner in the gas tank hasn’t worked, and since I’m new to the area I still need to get my car inspected.

So with that: 1. Is it safe to assume that a check engine light would mean a failed car inspection, even if the car passes emissions standards? 2. Are there any recommended auto shops (preferably in the loop where I live)?
