Cheap/Affordable Animal Care?

Posting here because I'm not sure where else to post, or what else to do at this point.

We have a female German Shepherd, and she's getting up there in years. For a while, she has had a bad hip, due to her age and size, but with this recent frost/cold weather, something has changed in her to where she is unable to get up for herself.

This leaves her in an uncomfortable position of always laying down, not being able to get up to get her own food/water, and we're having to put towels/pads underneath her to let her use the restroom.

Could anybody give any advice on really cheap/affordable vet care, or potentially a mobile vet that would be willing to look at her? We can't keep leaving her like this, just watching her like this everyday is killing us, because we know she can't feel good being stuck like that.
