Chaining your dog outside will finally be illegal in Texas

A long-awaited animal cruelty bill aimed at protecting restrained outdoor dogs was finally signed into law by Gov. Greg Abbott on Monday, effectively banning the use of chain tethers and empowering law enforcement officers to act quickly when they find an animal in dire conditions.
