Centerpoint Outage Policy?

Yesterday my power went out at 3pm… I got a lot of notifications that it was affecting 262 people in my neighborhood and it would be back on at 7pm…. 11pm… 1am…. But nothing. So I had to cook my kids dinner in the dark, do cold showers, etc. I had no battery on my phone so we were all asleep by 8:30pm. The weird thing is that my neighbors to my left and across the street had power/lights as of 6pm (the two neighbors to my right did not have power). I did not see another Centerpoint truck after that time doing any work.

Around 6am I heard the power come on for about a second… then again about 10 minutes later…. And finally it was fully restored at 6:45. So a total of 15-16 hours with no power.

Is there any sort of power outage policy where I can apply or get some sort of compensation/credit on my bill? While the temperature was nice thankfully and we could actually sleep, it was pretty inconvenient and highly annoying that most of my neighbors seemed to have power.
