Centerpoint Natural Gas Adjustment Cost?

I just moved and my natural gas bill on a CCF basis has gone up considerably. The main driver of this of a "gas adjustment cost" of 47 cents per CCF, which accounts for almost half of the bill.

What exactly is this charge?
