Cars with no headlights at night?

This is a new trend I've noticed along with reckless driving and running stoplights — every single night on my commute, I pass an average of at least 4 cars driving without headlights on. Is this a new thing? It's very disturbing, and I sincerely fear for their safety. When I flick my brights to alert them, they continue with no lights. Am I the one in the dark as to why?
