Cars doing burnouts and revving at Restaurant Depot W 18th Street and E TC Jester – why?

For what seems like a few months now, cars have been doing burnouts in the parking lot of the Restaurant Depot at W. 18th Street and E. T.C. Jester in 77008. This happens several times a week. Anybody know if the street racer Mustang/Camaro/Charger/Challenger crowd has adopted this place for some reason?
