Car title transfer help! Person on the title no longer lives in this

Hello, I bought a used car for my first time and the seller hadn’t transferred the title to his name and just gave me the signed title of the original owner. Is there a way I could transfer the title? also can I get license plates when I register the car? Fyi the original owner is no longer in this country.
