Car rentals OFF of IAH – Shady?

There are CHEAP car rentals near Bush, but I’m not familiar with the companies (not traditional name brands) and they’re not located in the IAH car rental village. They do claim to offer shuttle from the airport. I’ll be picking up solo. Is this shady or safe enough?
