Car Registration

Hello. Got a few questions regarding my car registration wondering if anyone can help me with it. If I am still paying my car off and don’t have the title in hand, what papers do I need to bring in order to get my car registered? Another, I am out of town and wondering if my girlfriend can get it done for me even though her name is not on the insurance?
