Car Inspection before buying

Hello fellow Houstonians, I am looking to buy a second hand vehicle from a private seller for the first time (I found the dealership experience to be overwhelming and felt constantly ripped off in the past especially since I am on a tight budget) and wanted to check if anyone has any advice or experience they could share for first time private buyers.

In particular, I was hoping anyone could point out and help with the following: -Any honest, reliable and reasonable mechanics that could do an inspection of the vehicle around the Sugar Land, Rosenberg area and how this would work? Do I visit their shop or take them along to inspect the vehicle? -If anyone could walk me through the process and legalities so I don't leave anything out? I don't exactly know how the title transfer would be done – would I need to visit the DPS? -Tips in terms of negotiating, especially if I am looking to buy the car outright in cash/check? Would paying by cash be wise?
