Can’t park at airport parking garage anymore?

I have always been able to park in the airport parking garage and then picked up and dropped off people, but I went there today and there were security at the gate saying that you could only park in the garage if you were flying out, and they even demanded to see the flight tickets. They said if I wanted to park I had to go to a different parking lot outside the airport and take a shuttle back. Just wanted to see if this is only temporary or I need a reservation from now on?
