Cant file a police report that happened in Houston because my current address is in fort bend?

Had a hit and run that happened in Houston. Called non emergency to file a report dispatcher told me since I’m currently at my house in fort bend they can’t send an officer out. I don’t need a officer just a report made for insurance purposes. She said she couldn’t do that. Is this how this goes?
