Can you request HPD to patrol your road for traffic violations?

I am on Fannin by NRG and absolutely at wits end with the 100 mph dodge challengers/chargers/modified corollas. It is so bizarre to me that someone is willing to need this much speed between a red light and a dead end. I’m wondering if there’s a way I could point out that HPD would make a very lucrative amount of money handing out traffic tickets down here. Wishful thinking? Is there some sort of request form?
