Can someone explain why we signed Cobb?

Can someone explain why we signed Cobb for a relatively high price tag when we were planning on trading for an other WR i.e. Cooks? We now have 4 WR that were paying for with one I have to assuming being the odd man out in terms of playing time… assuming they all stay healthy, it prob will be cobb.

My theory is BoB has been playing Madden on Rookie mode during quarantine and thought… Why don't we run a 4 WR hail mary every time, we can score like 50 points a game!!!
