Can someone explain what kind of homestead exceptions would reduce the property assessed value from 400k to 60k

This is a picture of the tax record. I looked at the tax bill, it only said Homestead Exceptions (multiple) but didn't specify which one. How can people get such a deal to pay close to nothing in property tax?
