Can somebody explain whats really going on with all these flower girls at almost every major intersection?

Im a local truck driver and I see these women and sometimes children all day long selling flowers on the street. I always wonder if they make any money, but I noticed something weird today at a gas station.

A woman with flowers walked near the air pump at the gas station and dropped off her bag and flowers, then walked away and went into the gas station. About 30 seconds later an old beat up SUV pulled in front of the bag, a guy got out and put the bag and flowers in the SUV. He stayed for a few minutes wiping something off the raggedy truck, closed the trunk and drove off. I have no idea where the lady went.

What the hell was that? Im kinda naive somebody be kind and just let me know if this was nothing or something.
