Can I report this person and he didn’t pull over when signaling him? If so how?

Earlier today I was driving on the highway and someone dropped a window or windshield and it obviously broke and shattered, hit a couple cars but couldn’t come to a stop, I kept driving but after getting home realized my tire deflating.

Update: I understand I can’t do much about, was just wondering if there was anything I could do. I did report him and cops didn’t really seem to care until someone else reported him and now they’re looking into it.
