Can I call someone to tow??

Hey y’all so I know this sounds really Karen of me. But I have a car that is consistently parking on a red No Parking Zone that is in front of the staircase heading up to my apts. So my partner currently has crutches and with the car blocking the staircase we have to like squeeze in to get to the stairs. I do live in an apartment complex that has reserved parking so like could I perhaps call the apt complex towing? Report to 311? Or what should I do. Frankly it’s quite annoying like if I can’t park there we’ll you shouldn’t either and like I can’t even bring groceries in because of them. Sorry if it sounds like I’m being a Karen but I pay $1200 a month and I hate having difficulties just trying to get into my apartment
