Can HISD Superintendent Mike Miles be removed by citizens within HISD?

Can HISD Superintendent Mike Miles be removed by the citizens of Harris County? I don’t pretend to understand the whole situation, but I know elected officials were removed and then TEA placed Miles as the superintendent without any say from citizens through votes. Just trying to understand if he is literally able to do whatever he wants without recourse?

If the people of HISD / Harris County wanted him out, what can actually be done about it. Is it only politicians or TEA that have any power over this?
